            Applications in the prescribed form are invited from candidates for recruitment to 400 (four hundred) posts of Assistant Surgeon in Class-II (Group-B) of Orissa Medical and Health Services Cadre in the Pay Scale of Rs.6,500-200-10,500 with usual Dearness Allowances as may be sanctioned by the State Government from time to time.  The posts are temporary and  likely to be made permanent.

            (a)        12  (twelve)   posts    are    reserved    for    Physically   Handicapped  

                        (Orthopaedically   Handicapped)   candidates   who   are   capable  of 

                        rendering  service  to the public. 12 (twelve)  posts  are  reserved   for  

                        Ex-servicemen   and   4 (four)   posts  for  Sports persons. Candidates 

                        belonging  to above categories shall be adjusted against the categories  

                        to which they belong to.

 

            (b)        In  the  event  of  non-availability  or availability of insufficient number    

                        of eligible  women  candidates  belonging  to  any  particular  category,

                        the vacancies  or  the remaining vacancies  will  be  filled  up  by  male  

                        candidates of that category.

3.         AGE :- A candidate must be under 32 years and above 21 years of age on the 1st August, 2005.  The upper age-limit is relaxable by 3 (three) years for candidates belonging to Socially and Educationally Backward Classes (S.E.B.C.), by 5 (five) years for candidates, who belong to the categories of  S.C./S.T., women and eligible  Ex-Servicemen and by 10 (ten) years for Physically Handicapped candidates.

 

                        Provided that a person, who comes under more than one category mentioned above, shall be eligible for only one benefit of upper age relaxation, which shall be considered most beneficial to him/her.

 

                        In case of candidates serving under the State Government, the period of past service rendered under the State Government by the last date of receipt of application, shall be added to the age (relaxed) limit for entry in the Government Service.

 

QUALIFICATION :-

 

 

(i)                  A candidate must be a Bachelor of Medicine and Bachelor of Surgery (M.B.B.S.)

            from any recognized   University   in    the   Indian  Union  or  possess  equivalent

             qualification  or  be a holder of a registrable medical qualification from a recognised

            Medical College in United Kingdom.

 

            (ii)        After  passing   the   final  M.B.B.S.  Examination  from   any   recognised        

                        University, where M.B.B.S. Course is  of  4 ½  years  duration, a candidate 

                        must have successfully  completed  Housemanship for  at  least  one  year.        

                        But  if a candidate has  passed  the  final  M.B.B.S.  Examination  of   five 

                        years  course  from any  other   recognized   University,   where   there   is        

                        no   obligatory  rotating Housemanship  prior   to  award  of  the  M.B.B.S. 

                        Degree,   he/she   must   have  completed  successfully  Housemanship  for 

                        at  least  six  months  on or before the  last  date  prescribed  for  receipt  of      

                        application for the above post.

 

(ii)                A candidate, before appointment, will have to register himself/herself     

            under   the   Orissa  Medical  Registration  Act, 1961,  if  not  already

                        so registered.

Parija Road,            Cuttack-753001   personally between 11 A.M. and  1.30 P.M. and 2 P.M. and  4 P.M. on any working day on cash payment of Rs.30/- (Rupees thirty) only or by Registered Post on remittance of   Rs.55/- (Rupees fifty-five) only by money-order.  Full name and address of the candidate and name of the post or service advertised must be specified in the  money-order coupon in Block Capital Letters.

 

                        The candidates may also download the prescribed application form and copy of long advertisement from the website of the O.P.S.C. @ http://opsc.nic.in.  The General and S.E.B.C. candidates downloading the application form will be required to pay Rs.80/- (Rs.30/- for prescribed application form + Rs.50/- towards examination fee) in shape of Indian Postal Order or Treasury-Challan as provided under paragraph 6 of the long advertisement at the time of submission of application form.  The S.C./S.T. candidates downloading the prescribed application form will be required to pay Rs.30/- towards prescribed application form  only in shape of Indian Postal Order or Treasury Challan at the time of submission of application form.  The S.C./S.T. candidates are, however, exempt from paying the examination fee.

5.         OTHER ELIGIBILITY CONDITIONS :

 

 

(a)        (i)         The candidate must be a citizen of India;

 

            (ii)        The candidate must be of (a) good moral character, and (b) sound physical

                        and mental health, good  physique  and active habits and free from organic

                        defects  or  bodily  infirmities  so as not to create an impairment in the due         

                        discharge of duties;      

 

(ii)                The candidate should  be  able  to  speak, read and write Oriya and should

            have had Oriya  as  a  language subject in the M.E. School standard or any       

            equivalent  examination  or,  has  been  declared  to  have  passed  a  test in

            Oriya  language  equivalent   to   the   Middle   English   School   Standard        

            conducted by the School & Mass Education Department of Government of      

            Orissa;

 

            (iv)       A  person,  who  has  more  than  one  spouse living, will not be eligible for

                        appointment unless the State Government has  exempted his/her case from        

                        operation of this limitation for any good and sufficient reasons;

 

(v)                Government  servants, whether  temporary  or  permanent,  are  eligible to

            apply provided that they possess the requisite qualification and  are within         

            the prescribed age-limit.  The over  aged  candidates  should have required       

            period  of  experience  as  provided  under  Para-3  of   the  advertisement.

            They must inform their respective Heads of  Offices  in  writing  regarding 

            submission  of  their  applications  for   this  recruitment   and   obtain “No

            Objection Certificate”;

 

(vi)              A candidate  will  not  be  eligible  for consideration if, at any time, he/she         

            has been debarred by any State Public Service Commission or by U.P.S.C.

            from appearing at any examination/interview;

 

            (vii)      Only  those  candidates, who  fulfil  the  requisite  qualification  and other

                        conditions by the closing date of receipt of application, will be considered         

                        eligible;

 

(b)        (i)         Every  candidate  selected   for   appointment  shall  be  examined  by  the

                        Medical Board.  A candidate, who fails to satisfy the Medical Board, shall

                        not be appointed;

(iii)               Every  candidate  selected  for  appointment  to the Orissa Medical Service

            shall   have  to  serve   the  initial  period  of  minimum  3 (Three) years  in

            Tribal/Backward areas, as declared  by  the Government from time to time.

            Every   such  candidate,  after   serving   three  years  in  the   above  areas,

            shall serve the next three years in Rural areas :

.

                        Provided that the candidates, who do not join the places of their posting in Tribal/Backward/Rural areas, shall be permanently debarred from joining any Medical service under the State Government.

 

6.         EXAMINATION  FEE :        A candidates is required to pay a non-refundable and non-adjustable fee of Rs.50/- (Rupees fifty) only either in shape of deposit of the amount in the Government Treasury under the Head “0051-P.S.C.-104-State P.S.C. Examination Fees”, or in the form of Crossed Indian Postal Order payable to the Secretary, Orissa Public Service Commission at General Post Office, Cuttack.  The original copy of Treasury Challan/Postal Order, as the case may be, should be sent to the Commission along with the application. Candidates belonging to Scheduled Caste/Scheduled Tribe of Orissa only are exempted from payment of this fee.  No claim for refund of fee will be entertained nor the fee will be held in reserve for any other purpose.

 

7.         CERTIFICATES TO BE ATTACHED :  Candidates are required to submit along with their applications, true copies of the following documents duly attested by a Gazetted Officer or Notary Public.  The candidates are also required to mention on each document “submitted by me” and put their full signature on the same.  They must not attach to their applications the original certificates/documents.   Only those, who are called for the interview, will be required to bring with them the original certificates, mark-sheets etc. of the attested copies, submitted with the applications, for verification at the time of interview -

 

            (i)         H.S.C. or equivalent certificate in support of declaration of age;

            (ii)        P.U./P.P./Intermediate/+2 Examination Certificate;

 

            (iii)       M.B.B.S. Degree Certificate from recognised University;

.

            (iv)       Mark-lists  in  support  of  all the aforesaid examinations

                        i.e. H.S.C.to MBBS passed including fail marks, if any;

 

 

NOTE-            Candidates  who  have  not been  awarded percentage of marks, but only “GRADE      MARKS”, should,                    along with their applications, produce the conversion certificate from the concerned University indicating the                  actual equivalent percentage of marks and the   conversion formula failing which, their applications are liable to               be rejected.

 

            (v)        Housemanship completion certificate;

 

..          (vi)       Medical Registration Certificate;

 

            (vii)      Required Oriya test pass certificate from the competent authority;

 

(vii)             Candidates  claiming  to  have  belonged  to  S.C./S.T./SEBC  category  by  birth

            are required   to  enclose   with    applications   copies   of    the   recent   relevant        

            Caste/Tribe/SEBC  Certificates  issued  in  the  prescribed  form   by  the  District  

            Magistrate/Collector    or    Additional    District    Magistrate   or  Sub-divisional

            Magistrate/Sub-Collectors    or    Executive    Magistrates   or  Revenue  Officers,   

            not below the rank of Tahasildar/Additional Tahasildar of Government of Orissa;

 

            (ix)       Ex-Servicemen  are  required  to attach copy of discharge certificate issued      

                        by    the   Commanding   Officer    of   the   Unit  last   served.   Physically

                        Handicapped  persons  are  required  to  attach copy  of  their Identity Card

                        issued by the  District Social Welfare Officer.  Sports persons are required

                        to furnish certificate to his effect issued by the Director of sports of Orissa; 

 

(x)                If a candidate claims to possess qualification, equivalent to the prescribed

            qualification, the rule/authority (with number and date) under which it  is 

            so treated, must be furnished with the application form;

 

(xi)              Certificate  from  competent  authority  in support of past service under 

            the  Government  of  Orissa  in  respect  of  candidates,  who  claim age

            relaxation as serving doctors.

8.         METHOD OF SELECTION : The selection of candidates for recruitment to the posts will be made on the basis of career assessment and Viva Voce Test.  The Commission at their discretion may short-list the candidates to a reasonable number, for conducting interview by making a preliminary selection either on the basis of evaluation of their academic career taking into account the requisite minimum educational qualification  or by conducting a preliminary written test.

 

9.         OTHER CONDITIONS :

            (i)         Candidates are required to submit along with the applications :-

 

                        (a)        Two   passport   size  copies  of    recent   photographs   signed  by 

                                    the candidates  on  its  front,  one  pasted  at the  right  hand  corner

                                    of the    first  page   of   the   application   and   the   other   stitched 

                                    to   the application;

 

                        (b)        One  self-addressed  envelope  (Approximately  23 Cm. X 10 Cm.)

                                     with stamp of Rs.5/- affixed to it;

 

                        (c)        One  self-addressed   post   card   with  stamp  of  Rs.6/- affixed

                                    to it;

 

            (ii)        A candidate  found  guilty  of  seeking  support  for  his/her candidature by

                        offering illegal gratification or applying pressure  on any person connected

                        with the conduct of the recruitment process or found indulging in any type

                        of  malpractice  in  course  of the selection or otherwise, shall, in addition

                         to rendering   himself/herself   liable  to  criminal prosecution, be disqualified

                        not  only  for  the recruitment for which he/she is a candidate, but also may  

                        be  debarred, either  permanently  or  for   a   specified   period,   from  any   

                         recruitment or selection to be conducted by the Commission;

 

            (iii)       Applications   found   to   be   incomplete  in  any  respect   are  liable  to

                        rejection_without entertaining any correspondence with the applicants on

                        that score;

 

            (iv)       Applications   received   after   the   closing   date   shall   not  normally be

                        entertained.   If  an  application  is   received   by   Registered   Post/Speed

                        Post/Courier  Service  after  the  due  date,  it  may  be  accepted   provided

                        documentary   proof  is  produced  to  the  effect  that it was posted at least

                        seven days before the last date fixed for receipt of  applications;

(iv)              This advertisement should not be construed as binding on the Government

            to make appointment;

           

            (vi)       Concessions   meant   for   S.C., S.T. & SEBC   are admissible to the

                        Scheduled   Caste,  Scheduled   Tribe and Socially & Educationally

                        Backward Class of Orissa only;

 

(viii)           Candidates  are required  to take due care to annex  with  the  applications,

            the copies of certificates and other documents as stated above and mention

            the total  number  of  the  annexed documents at the appropriate column of

            the application form;

 

            (viii)      The   posts   are   temporary, but   likely   to   be   made   permanent.   The

                        appointment  can  be  terminated  on  one  month’s notice from either side

                        without assigning any reason thereof;

 

            (ix)       Mere   empanelment   in   the   select  list  shall  not  confer  any   right  for

                        appointment   unless    the   Governor   is   satisfied   after    making    such

                        enquiry  as may be deemed   necessary   that   the   candidate   is   suitable

                        in  all respects for appointment to the service.

 

10.       HOW  TO  APPLY  : Candidates are required to apply to the Special Secretary to the Commission for the prescribed  Application  Form which, along with other particulars, is obtainable in person from the  Office of the Orissa Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-753001   between 11 A.M. and 1.30 P.M. and 2 P.M. and  4 P.M. on any working day on cash payment of Rs.30/- (Rupees thirty) only or by Registered Post on remittance of Rs.55/- (Rupees  fifty-five) only by money-order.  Full address of the candidate and name of the post/service advertised must be specified in the money-order coupon in   BLOCK CAPITAL LETTERS.

11.                   Candidates are required to send their applications in prescribed form by Registered Post/Speed Post/Courier Service. The Commission will not take any responsibility if the application is not received in time.  The candidates  may also submit their applications  in closed cover in the office of  Orissa Public Service Commission directly/personally on or before the last date of receipt of applications at the Reception Counter. The closed  envelope containing the application must superscribe “Application for Recruitment of Assistant Surgeon”. The candidates submitting their applications directly/personally at the Reception Counter of Orissa Public Service Commission will be given receipt of acknowledgement.
