                  Applications in the prescribed form (both Short. & Long)  are invited from candidates for recruitment to 90 (ninety) posts of Assistant Engineer (Civil) (Examination Code-12, Post Code-109) in Class-II (Group-B) of Orissa Engineering Service in the scale of pay of Rs.6,500-200-10,500 with usual Dearness Allowance as may be sanctioned by the Government of Orissa from time to time. 

                 The posts are temporary but likely to be made permanent.

(a)        Out of the above, 3 (three) posts are reserved for Ex-servicemen and 1(one) post is reserved for sports persons. Candidates belonging to 

            the above groups shall be adjusted against the categories to which they belong.

  (b)        In  the  event  of  nonavailability  or availability of insufficient number of  eligible  women  candidates  belonging  to  any  particular  category, 

            the  vacancies  or  the remaining vacancies  will  be  filled  up  by  male candidates of that category.

                          (c)        The number of vacancies to be filled up on  the basis of this recruitment is subject  to  change  by  Government  without  notice  depending  . upon  the exigencies of public service at the discretion of the Government.          

            (d)        In the event of nonavailability of eligible and suitable Scheduled Tribes       candidates, Scheduled Castes candidates will be considered and  vice versa.

 

3.   AGE :-   (i)A candidate must be under 32 years and above 21 years of age on the 1st August, 2006.  The upper age-limit is relaxable by 

                     3 (three) years for candidates belonging to Socially and Educationally Backward Classes , by 5 (five) years for candidates, who belong to the categories of Scheduled Castes, Scheduled Tribes, Women and eligible Ex-Servicemen candidates.  The upper age limit may be relaxed   up to 10 years in respect of Graduate Engineers, who are already in the panel, as per the Water Resources Department Resolution No.470, dt.04.01.2002.

                     Provided that a person who comes under more than one category mentioned above, shall be eligible for only one benefit of upper age relaxation, which shall be considered most beneficial to her.

                    

                     (ii)The upper age limit may be fully relaxed in respect of candidates who have entered the State Government service as J.E. within the  prescribed age limit but without qualification prescribed under clause(d) of Rule-9 of O.S.E. Rules, 1941 and have subsequently acquired  the Graduate Engineering Degree while serving as such.

                    (iii) The upper age limit may also be relaxed in respect of the D.L.R./N.M.R. Graduate Engineers, who are working under the Works Department subject to the following conditions :

(a)    The workers should have been engaged prior to 12.04.1993, i.e. prior to promulgation of  ban on engagement of N.M.R./D.L.R. Job Contract Workers etc. 

      vide Finance Department Circular No.WF-11-180/92-17815/F.,dt.12.4.93.

(b)   They should have the minimum educational/technical qualification prescribed under para-4 of the advertisement for the post of Assistant Engineer (Civil).

(c)    They should be within the age limit prescribed for first appointment to Government Service after deduction of the number of years they have 

      worked under Works Department. 

4.   EDUCATIONAL QUALIFICATION

                  A candidate must (a) hold a Degree in Civil Engineering from an Indian University or a Diploma in Civil Engineering from an Indian Engineering college; or (b) be an Associated Member of the Institution of Engineers Civil (India), or (c) hold a degree or Diploma in Civil Engineering  from one of the Universities or Civil Engineering Colleges in the United Kingdom enumerated in the Appendix-I to this advertisement or have passed one of the examinations mentioned therein.

     

5.   OTHER ELIGIBILITY CONDITIONS :

 

      (a)   (i)         The candidate must be a citizen of India;

        (ii)       The candidate must be of (a) good moral character, and (b) sound health,   good physique  and active habits and free from organic defects  or bodily infirmity.

        (iii)       The candidate should  be  able  to  speak, read and write Oriya and should  have had Oriya  as  a  language subject in the Middle English  School standard or any equivalent  examination, or  has  been declared  to  have  passed  a  test in Oriya language  equivalent   to   the   Middle   English   School   Standard conducted by the School & Mass Education Department of Government of Orissa;

              (iv)      A  person,  who  has  more  than  one  spouse living, will not be eligible for appointment unless the State Government has  exempted  his/her case from operation of this limitation for any good and sufficient reasons;

              (v)      Government  servants, whether  temporary  or  permanent,  are  eligible to apply provided that they possess the requisite qualification and   are within  the prescribed age limit. They must inform their respective Heads of Offices  in  writing  regarding  submission of their     applications for this recruitment and obtain “No Objection Certificate”;

            (vi)      A candidate  will  not  be  eligible  for consideration if, at any time, she has been debarred by any State Public Service Commission or by    U.P.S.C. from appearing at any examination;

           (vii)      Only  those  candidates, who  fulfil  the  requisite  qualification  and other conditions by the closing date of receipt of application, will be  considered eligible;

 

       (b)          Every  candidate  selected   for   appointment  shall  be  examined  by  the Medical Board.    A candidate who fails to satisfy the Medical Board shall not be appointed;

   

6.   EXAMINATION  FEE :         A candidates is required to pay non-refundable and  non-adjustable fee of Rs.100/- (Rupees one hundred) only either in shape of deposit of the amount in the Government Treasury under the Head “0051-P.S.C.-105-State P.S.C. Examination Fees”, or in the  form of Crossed Indian Postal Order payable to the Secretary, Orissa Public Service Commission at General Post Office, Cuttack or Account Payee,

      Bank Draft/Pay Order drawn in favour of Secretary, Orissa Public Service Commission payable at any Scheduled Bank at Cuttack.  The original Treasury Challan/Postal Order/Bank Draft/Pay Order, as the case may be, should be sent to the Commission along with the application. 

      Candidates belonging to Scheduled Castes/Scheduled Tribes of Orissa only are exempted from payment of this fee.  No claim for refund of fee  will be entertained nor the fee will be held in reserve for any other purpose.

 

7.   CERTIFICATES TO BE ATTACHED :  Candidates are required to submit alongwith their applications, true copies of the following documents duly attested by a Gazetted Officer or Notary Public.  The candidates are also required to mention on each document “submitted by me” and put their full signature on the same.  They must not attach to their applications the original certificates.   Only those who are called for the Viva Voce Test will be required to bring with them the original certificates, mark-sheets etc. of the attested copies for verification at the time of viva voce.

 

                  If a candidate fails to furnish any of the original documents, in respect of the attested copies, submitted with the application, for verification on  the date of interview before the interview starts, she shall not be allowed to appear at the interview.

 

(i)         H.S.C. or equivalent certificate in support of declaration of age issued by the concerned Board/Council;

(ii)        P.U/ P.P/ Intermediate/ +2 examination certificate issued by the concerned Board/ Council

(iii)            Degree/Diploma (Engineering-Civil) Certificate from recognised University issued   by the University;

(iv)       Mark-lists of all semesters /annual examinations  in  support  of  Degree/Diploma (Engineering-Civil) passed including fail marks, if any;

 

      NOTE  -    Candidates  who  have  not been  awarded percentage of  marks, but only “GRADE MARKS”, should, along  with  their applications, produce the conversion certificate from the concerned University indicating the actual equivalent percentage of marks  and the conversion formula  failing which, their applications are liable to be rejected.

 

                   While filling up the table under Sl.No.5 & 6 of column No.15 of the  Long application form, the candidate has to mention details of marks secured in each Semester/Annual examination leading to award of Diploma/Degree.

 

(v)        Candidates claiming to be belonging to S.Cs./S.Ts category BY BIRTH are required   to   enclose   with     applications    copies    of      the   relevant Caste/Tribe certificates issued by the competent authority in the prescribed form. Candidates claiming to be belonging to SEBC  category must enclose certificate issued by the competent authority in the prescribed form within the last three years.

The competent authorities are:- District Magistrate/Collector or    Additional    District    Magistrate  or   Sub-divisional Magistrate/Sub-Collectors    or    Executive    Magistrates or   Revenue    Officers,    not    below   the   rank   of   Tahasildar/Additional Tahasildar   of   Government   of  Orissa.  Ex-Servicemen   are   required   to attach copy of discharge certificate issued by   the Commanding  Officer  of the Unit last served. Sports   persons are required  to attach a copy of Identity card issued by the Director of Sports, Orissa

 (vi)      If   a   candidate   claims   to   possess   qualification  equivalent  to the prescribed qualification,  the   rule/authority   (with  number  and  date)   under which it  is so treated, must be furnished with the application form;

(vii)      Certificate  from  competent  authority  in support of service under  the  Government  of  Orissa  in  respect  of  the candidate,(J.E./Stipendiary Engineer/ /N.M.R./D.L.R.)  who  claims age relaxation as in-service Engineer as provided under para-3 of the Advertisement.

 

      (viii)      Required Oriya Test pass certificate from Competent Authority.

 

8.   METHOD OF SELECTION :

    (a)The selection of candidates for recruitment to the post will be made on the basis of  career assessment,  written examination and viva voce test

   (b)The Commission will shortlist the candidates to be called for viva voce test to a reasonable number taking into  consideration the marks secured in the written examination above the cutoff point to be fixed by the Commission together with the evaluation of their academic career .

The broad outlines of the syllabus for the said examination are enclosed (Appendix – II).

9.   PLACE OF EXAMINATION :

                  The examination will be held at Cuttack. It may also be held at Bhubaneswar/ Balasore/Berhampur/Sambalpur depending on the number  of applicants from the respective zone..

                  The candidates are to mention their choice of Examination Zone at appropriate place in the prescribed  application form (both Short & Long).

 

      10. OTHER CONDITIONS :

 

      (i)         Candidates are required to submit along with the applications :-

 

(a)        One   passport   size  copy  of    recent   photograph   pasted  at appropriate space   of   the   short application form and the second  one pasted on the right hand corner of the first page of the long application form and the third one stitched to the long application form.  All the three copies of the photograph should be identical.       

                                               

(b)        The  self-addressed   Acknowledgement Card supplied by this office  with  stamp  of  Rs.6/- affixed to it.

     

(ii)        A candidate  found  guilty  of  seeking  support  for  her candidature by offering illegal gratification or applying pressure  on any person connected with the conduct of the recruitment process or found indulging in any type of  malpractice  in  course  of the selection or otherwise, shall, in addition to rendering   herself   liable  to  criminal prosecution, be disqualified not  only  for  the recruitment for which she is a candidate, but also may be  debarred,   either  permanently  or  for   a   specified   period,   from  any recruitment or selection to be conducted by the Commission;

 

(iii)        Applications( both Short and Long)   found   to   be   incomplete  in  any  respect   are  liable  to rejection without entertaining any correspondence with the applicants on that score;

 

(iv)       Admission to Examination/viva voce test will be provisional.  If on verification at any stage before or after the examination/viva voce test, it is found that a candidate does not fulfil all the eligibility conditions, her candidature will be liable to rejection. Decision of the Commission in 

           regard to eligibility or otherwise of candidate shall be final.

 

(v)        This advertisement should not be construed as binding on the Government to make appointment;          

(vi)       Concessions   meant   for   S.C., S.T. & SEBC by birth   are admissible to the Scheduled   Caste,  Scheduled   Tribe and Socially & Educationally Backward Classes of Orissa only;

 (vii)     Candidates  are required  to take due care to annex  with  the  applications, the copies of certificates and other documents as stated above and mention the  total  number  of  the  annexed  documents  at the appropriate place of Annexure-I of the Long application form;

(viii)      Mere   empanelment   in   the   select  list  shall  not  confer  any   right  for appointment.

   

11.    HOW  TO  APPLY  :

               Candidates are required to apply to the Special Secretary to the Commission for the prescribed application forms(both Short and Long) which   along with other particulars are obtainable in person from the Office of Orissa Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-753001   between 11.00 A.M. and 1.30 P.M. and 2.00 P.M. and  4.00 P.M. on any working day on cash payment of   Rs.30/- (Rupees thirty) only or by Registered Post on remittance of Rs.55/- (Rupees  fifty-five) only by money-order.  Full address of the candidate and name of the post/service advertised must be specified in the money-order coupon in   BLOCK CAPITAL LETTERS.

 

      12.       Candidates must  follow instructions meticulously for filling up the Short Application Form  as enumerated in Brochure enclosed.

     13.       Applications without fee, photograph and declaration not signed by the candidates (also at all the places provided for signature both in  short application form and long application form) will be summarily rejected. Similarly, applications  received from overaged candidates  will also be rejected.

     14.        Candidates are required to keep the short application form in the envelope supplied by the office after filling in the same.

The candidates must take due care in handling and folding the short application form. The candidates are not required to affix postage stamp on this envelope.

The long application form along with the other documents and the envelope containing the short application form should be kept in another envelope of bigger size 30cm X 21cm. The closed  envelope containing the application must superscribe “Application for recruitment of Assistant Engineer (Civil)”. 

Candidates are required to send their applications by Registered Post/Speed Post/Courier Service. The Commission will not take any responsibility if the application is not received in time. The candidates  may submit their applications in the office of  Orissa Public Service Commission directly/personally on or before the last date of receipt of applications at the Reception Counter. The candidates submitting their applications directly/personally at the Reception Counter of Orissa Public Service Commission will be given receipt of acknowledgement.

 

Applications (both Short and Long) received after the closing date shall not be entertained. However, if an application is received by Registered Post/Speed Post/Courier Service after the due date, it may be accepted provided documentary proof is produced to the effect that it was posted at least seven days before the last date fixed for receipt of applications.

Schedule to Appendix-II

Standard and syllabi

2.         The standard of papers in the Engineering subjects will be that of  Engineering Degree Examination.

3.         There will be negative marking for wrong answers.  One mark will be deducted for each wrong answer.

4.         (i) All question papers will be set in English and the same should be answered in English only.

(ii)        The candidates are not allowed to bring calculators or any other electronic devices to the examination hall/examination campus for use.

(iii)       Mobile phones, pagers or any other communication devices are not allowed inside  the premises of the Examination Centre and Office of the  Commission. 

Any infringement  of  these  instructions shall entail disciplinary action including ban from future examination.

(ii)        General English.  The question paper in General English will be designed  to  test  the candidate’s  understanding of  English and workmanlike use of words.

                       

(iii)       General Studies :  The paper  in General  Studies  will   include knowledge of current  events and of such matters as of everyday observation  and experience in their scientific aspects as may be expected   of  an  educated  person.  The  paper will also include questions  on History of India and Geography of a nature which the candidates should be able to answer without special study.

Paper-II (Civil Engineering) (Part – A)

 

1.            BUILDING  MATERIALS

 

Timber       :                  Different types and species of structural timber, density-moisture relationship, strength in different directions, defects, influence of defects on permissible stress, preservation, dry and wet rots, codal provisions for design, Plywood.

 

Bricks        :                  Types, Indian Standard classification, absorption, saturation factor, strength in masonry, influence of mortar strength on masonry strength.

 

Cement      :                  Components, different types, setting times, strength.

 

Concrete    :                  Importance of W/C Ratio, Strength, ingredients including admixtures, workability, testing for strength, elasticity, non-destructive testing, mix design methods.

 

2.            SOLID  MECHANICS

 

Elastic constants, stress, plane stress, Mohr’s circle of stress, strains, plane strain, Mohr’s circle of strain, combined stress; Elastic theories of failure; Simple bending, shear; Torsion of circular and rectangular sections and simple members.

 

3.            STRUCTURAL  ANALYSIS

 

Analysis of determinate structures – different methods including graphical methods.

 

Analysis of indeterminate skeletal frames - moment distribution, slope-deflection, stiffness and force methods, energy methods, Muller-Breslau principle and application.

 

Plastic analysis of indeterminate beams and simple frames – shape factors.

 

4.            DESIGN  OF  STEEL  STRUCTURES

 

Principles of working stress method.  Design of connections, simple members, Built-up sections and frames, Design of Industrial roofs.  Principles of ultimate load design.  Design of simple members and frames.

 

5.            DESIGN  OF  CONCRETE  AND  MASONRY  STRUCTURES

Limit state design for bending, shear, axial compression and combined forces.  Codal provisions for slabs, beams, walls and footings.  Design of R.C. members.

 

Principles of prestressed concrete design, materials, methods of prestressing, losses.   Design of simple members and determinate structures.  Introduction to prestressing of indeterminate structures.

 

6.            CONSTRUCTION  PRACTICE,  PLANNING  AND  MANAGEMENT
